Mario Maniewicz began his second term as Director of the Radiocommunication Bureau (BR) at the International Telecommunication Union (ITU) on 1 January 2023.
He first took office in January 2019, following his election at the at ITU's 2018 Plenipotentiary Conference in Dubai, United Arab Emirates and was re-elected at the 2022 Plenipotentiary Conference in Bucharest, Romania.

Mr Maniewicz is an electronics engineer specialized in telecommunications. He has been with ITU for over 30 years, holding various management positions in the Radiocommunication and Development Bureaux as well as in ITU Regional Offices.

Ms. Bernadette Lewis was appointed as the Secretary-General of the Commonwealth Telecommunications Organisation in August 2020. This is a historic appointment as she is the first female Secretary-general in the 120-year history of the CTO. This is indeed a major accomplishment that should encourage women everywhere to strive for the mastery of whatever profession they may choose and especially in science and technology.

Breaking the glass ceiling is not new to Ms. Lewis; she was also the first female Secretary-General of the Caribbean Telecommunications Union (CTU) and she is credited for making the CTU the foremost information and communication technology (ICT) inter-governmental institution in the Caribbean.

A national of Trinidad and Tobago, Ms. Lewis brings to the CTO a wealth of experience in public and private sectors and is knowledgeable in national and regional ICT issues. The 4th Industrial Revolution, the COVID-19 pandemic and its associated financial contagion, is changing the world irrevocably, ushering us into an environment of unprecedented uncertainty. For the CTO, surviving, indeed thriving in this environment will necessitate innovative leadership, a deep understanding of ICT and faith and courage to deviate from the beaten paths of 20th Century thinking to build a 21st century organisation that is relevant and serves its members with integrity and excellence. Ms. Lewis brings these qualities to the CTO.

David Willis is Group Director for Spectrum, responsible for leading Ofcom's work managing the UK's airwaves.
Prior to joining Ofcom in 2022, David spent 5 years with the Canadian spectrum regulator with roles leading the research lab, engineering team and international work. Prior to that held a variety of product leadership roles with telecom equipment vendors.

Olivia Trusty was nominated to serve as a Commissioner of the FCC by President Donald J. Trump. She was confirmed by the United States Senate in June 2025.
Prior to joining the Commission, Commissioner Trusty served as a Professional Staff Member on the U.S. Senate Committee on Armed Services under the leadership of U.S. Senator Roger F. Wicker. She previously served as a Policy Director on the U.S. Senate Committee on Commerce, Science, and Transportation and a Legislative Assistant in the Office of U.S. Senator Roger F. Wicker. Before her tenure as a Senate aide, Commissioner Trusty served as a Professional Staff Member on the U.S. House Committee on Energy and Commerce and a Legislative Assistant to U.S. Congressman Bob Latta. Commissioner Trusty began her career in the private sector.
Commissioner Trusty received her B.A. from the University of North Carolina at Chapel Hill and her M.A. from Georgetown University.

Gerasimos Sofianatos is Head of Unit of Connect B5, Radio Spectrum Policy Unit. Previously, he was Deputy Head of DG Connect Unit Connect B5, “Investment in high-capacity networks”. He has been working for the Commission since 2011, in different positions in DG Connect, in Directorate B, dealing with the policy and implementation of the EU Regulatory Framework for Electronic Communications. Gerasimos led the team monitoring and implementing EU law and in particular the European Electronic Communications Code, a piece of legislation in the drafting and negotiation of which he was actively involved. Prior to joining the Commission, Gerasimos worked as legal officer at the Cypriot National Regulatory Authority for Electronic Communications (OCECPR). Before joining the Commission, he was a Member of the Athens Bar Association and practiced competition law. He holds a Masters degree in Business Law and a PhD in competition law at the Paris 1- Sorbonne University. He holds a law degree from the Aristotle University of Thessaloniki and a post-graduate degree in Economics for Competition law from the King’s College London. Gerasimos is of Greek nationality and speaks Greek, English, and French.

Christoph is a Senior Expert International Spectrum Policy at the German regulatory authority BNetzA.
Since March 2024, he has served as Chair of ECC PT1, the CEPT group responsible for mobile spectrum matters. Prior to that, he was appointed Vice-Chair of this group from September 2020.
In 2007, he joined BNetzA, where he has since been engaged in international spectrum management. His work includes long standing participation in ITU-R, CEPT, and EU working groups, with a particular emphasis on spectrum issues related to mobile communications.
Christoph began his professional career at a mobile network operator, working on strategic aspects of network evolution, after completing his studies in electrical engineering with a focus on communications engineering.

Charley Lewis (PhD, MComm) has extensive experience across the wide field of ICT sector policy and regulation, covering broadband and telecommunications, broadcasting and the Internet. Covering a wide variety of key areas, his expertise ranges from universal access and service, through the digital divide, consumer protection, quality of service, statistics and indicators, to spectrum management and the 4th industrial revolution and 5G.
Dr Lewis’ varied career includes teaching Mathematics and English at high school level; Information Systems Analyst in the banking sector; Head of IT at COSATU (Congress of SA Trade Unions); Senior Lecturer at the University of the Witwatersrand; Independent Analyst and Researcher; and Councillor at the Independent Communications Authority of South Africa. He has managed and taught professional development and academic courses on ICT policy and regulation to policy-makers, regulators, and industry practitioners.
Dr Lewis holds a BA Hons in English, a Higher Education Diploma, an M Comm in Management of Information Systems, and the degree of Doctor of Philosophy. He is an experienced researcher and a published author, with his book, Regulating Telecommunications in South Africa: Universal Access and Service (Palgrave Press, 2020) following on from the research for his award-winning PhD thesis.
Dr Lewis was part of the Ministerial Task Team on a Post-Covid-19 Economic Response Strategy, having previously served on South Africa’s National ICT Policy Review Panel (2012-2015).
Most recently, Dr Lewis was appointed to serve a second four-year term as Councillor at the Independent Communications Authority of South Africa, his first term running from 2020 to 2024, six months of which was in the role of Acting Chairperson of Council.

Tomás Pérez Ducy is an accomplished economist and telecommunications executive with more than 30 years of leadership experience across the Americas. He graduated Magna Cum Laude from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in the Dominican Republic, earned a Master's degree in International Finance and Accounting from the London School of Economics (LSE), and completed advanced management studies at Harvard Business School.
Throughout his distinguished career, Mr. Pérez Ducy has held senior executive positions at leading telecommunications companies, including Verizon, Cable & Wireless West Indies (now Liberty Latin America), Americatel, and Trilogy International Partners. He has managed companies and subsidiaries in numerous countries and territories, including the Dominican Republic, the United States, Canada, Puerto Rico, Bolivia, Jamaica, Barbados, Saint Lucia, and the Virgin Islands. In the Dominican Republic, he served as CEO of Viva from 2011 to 2016 and previously as Vice President of Claro (then Codetel-Verizon) until 2001. His international responsibilities have led him to live and work abroad for over 15 years, including assignments in Bolivia, Jamaica, Miami, and Washington, D.C.
Mr. Pérez Ducy has also played a significant role in industry and educational organizations. He has served on the boards of major telecommunications associations, including ASIET, 5G Americas, Intelsat, Inmarsat, and CANTO, where he served as Chairman. Additionally, he held leadership positions within APEC and Universidad APEC and served on the boards of ANJE, the Dominican-Canadian Chamber of Commerce, and the American Chamber of Commerce in Bolivia.
His contributions to telecommunications, economic development, and corporate leadership have earned him numerous international recognitions, including awards from the Senate of Puerto Rico, the United Nations HeForShe initiative, and Junior Chamber International (JCI).

Alexander Kühn is the Head of Section on International and National Spectrum management at the German regulatory authority - BNetzA. The Section is responsible for spectrum strategy in the European Union and the authorization for experimental spectrum use. He is based in Bonn, Germany.
Alexander has over 15 years of professional experience in national and international spectrum regulation. Since 2004, his activities focused on international spectrum aspects, in particular participating in CEPT and ITU-R meetings. He chaired the WRC preparation of CEPT from 2013 to 2019 and is currently a Vice-Chairman of the ITU conference preparatory meeting to WRC-23 (CPM).
His career started in 2002 in the German NRA in the area of electronic signatures and the governance of relevant service providers. He holds second level degree in law.

An electronic and telecommunications engineer with more than 18 years of experience in the information and communications technology (ICT) sector, he is a career civil servant at Spain’s Ministry for Digital Transformation and Civil Service. He serves as Deputy Director for Radio Spectrum Planning and Management within the Secretariat of State for Telecommunications and Digital Infrastructures, where he leads activities related to radio spectrum planning, management, and policy development.

Throughout his career, he has played a key role in shaping Spain’s spectrum strategy and advancing initiatives that support innovation, connectivity, and digital transformation. His work encompasses national and international spectrum policy, regulatory frameworks, and coordination with stakeholders across government, industry, and international organizations.

Since January 2026, he has served as Chair of the Radio Spectrum Policy Group (RSPG), the high-level advisory body that assists the European Commission in the development of radio spectrum policy and strategic spectrum-related initiatives across the European Union.

Charles Cooper is Associate Administrator for NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues and oversees spectrum management efforts for federal agencies.

Previously, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Prior to serving as Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office. He is a licensed Professional Engineer and received his undergraduate electrical bachelor science degree from Mississippi State University.

Ms. Nareekarn Bang-or has been with the Office of the NBTC since 2015 and currently serves as Director of the Spectrum Policy and Strategy Division, a position she has held since July 2025.

Her work focuses on national spectrum policy and strategic planning, including the development of the National Spectrum Management Master Plan, the National Table of Frequency Allocations, and the IMT Frequency Plan, as well as regulatory frameworks for emerging technologies and new spectrum uses.

She has been involved in policy development related to areas such as 6 GHz, private networks, and Intelligent Transport Systems (ITS), and has contributed to international spectrum management activities and conferences.
She holds a Master of Telecommunications and Computers from The George Washington University.

Mr. Bruno Fernández Iguini is the Vice president of the Uruguayan Regulatory Unit of Communication Services (URSEC). His role at Ursec involves participation in national and international regulatory discussions, including representing Uruguay at regional communications forums.
He is Doctor in Law and Social Sciences from the University of the Republic of Uruguay (UDELAR). International Diploma in Political Management and Public Administration, organized by the Andean Development Corporation (CAF) in partnership with UDELAR and George Washington University. Partner at FN & Asociados since 2012.
Before being designited as Vice president of the Board of the URSEC, he served as Mayor of the Municipality of La Paz (Canelones Department, 2015-2025).
Previously he was a long-standing functionary at the Social Security Bank (BPS), where he worked in the legal department.

Dr. Tassos Lyratzis is an Electrical & Computer Engineer and holds a PhD in the field of Telecommunications & Computer Networks (1994). During his PhD studies, he worked as a specialist in Telecommunications in various European research projects.

He is currently working in the Hellenic Telecommunications and Post Commission (EETT) since 2001, in the Spectrum Directorate. He has been the Head of the Spectrum Management Department (2003-2006) when EETT was involved in the Spectrum Management of the Olympic Games of Athens in 2004. Since 2011 he is Head (Director) of Spectrum Division of EETT.

He participates in international activities in CEPT (WGFM and ECC) as well as in European Union groups like the Radio Spectrum Committee (2003-2006), and the Radio Spectrum Policy Group (2011 – today). Since 2016 he has been co-chair of the RSPG sub-Groups working on 5G and 6G topics.

Mr. Adam Caldwell is the Deputy Chief Executive of the Telecommunication Regulation Authority of the Federated States of Micronesia (FSM). His work focuses on telecommunications regulation, digital policy, strategic thinking, and the institutional conditions that support connectivity and digital development in small island states.

He has previously held senior public service roles in the Federated States of Micronesia, including Acting Assistant Secretary of Justice for Cybersecurity and Intelligence, Deputy Assistant Secretary of Foreign Affairs for Information and Research, and Head of the FSM National Central Bureau of INTERPOL. Across these roles, he has worked at the intersection of regulation, governance, cybersecurity, and public policy.

Mr. Caldwell is a PhD candidate at the University of Melbourne, where his research examines the development of strategic-level national cybersecurity policy, with expected completion in October 2027. He holds a Juris Master degree from Florida State University focused on cybersecurity, privacy, and law, a Master of Media and Creative Technologies from the University of Waikato in New Zealand, and a Bachelor of Applied Science in Computer Networking from the University of Hawaiʻi at West Oʻahu.

Sebastian Kaplan is a digital policy expert in Latin America with more than 20 years of experience in senior leadership positions at technology companies across the region.

He currently serves as a digital policy advisor to companies and regulators throughout the region. Most recently, he was Vice President of Government Affairs at Liberty Latin America from 2023 to 2025, where he was responsible for the company’s public policy and regulatory affairs across Latin America and the Caribbean.

Previously, he served as Head of Connectivity and Economic Policy for Latin America and the Caribbean at Meta (Facebook, Instagram, WhatsApp, and Oculus) from 2019 to 2023, overseeing Meta’s connectivity and economic policy matters across the region.

Before joining Meta, Sebastian was Director of Regulatory Affairs for Latin America at Millicom (Tigo) from 2016 to 2019, responsible for government and regulatory affairs across all of Millicom’s Latin American operations. Prior to that, he served as Regional General Counsel for Latin America at Groupon from 2015 to 2016.

From 2012 to 2015, he was Director of Institutional Affairs, responsible for Legal and Government Affairs, at Claro AUP (Argentina, Uruguay, and Paraguay). Earlier in his career, from 2000 to 2012, he was a Senior Associate at Marval, O’Farrell & Mairal, Argentina’s largest law firm, in the Telecommunications, Media and Technology (TMT) Department, advising some of the region’s largest telecommunications and media companies on regulatory matters.

Glenn Fallas Fallas is an Electronic Engineer, with a degree on Telematics and Telecommunications Project Management.

Mr. Fallas has more than 18 years of experience in the regulation of the telecommunications sector, including the areas of quality of service, end-user rights protection and spectrum management.

He has been involved in the quality-of-service regulation and measurement, including mobile, wireless, and fixed services. He is in charge of the team that proposed and established the current telecommunications regulations in Costa Rica, as the end user rights protection, quality of service (including KPIs, thresholds and measuring methodologies establishment), among others. His team also executes the nationwide quality of service measurements enforcing the QoS regulations and resolves end-user complaints

In the spectrum area, he has extensive experience in spectrum planning, administration and monitoring, bidding process formulation and auctions, and also was the leader of the interdisciplinary group in charge of the design and implementation of the National Frequency Monitoring System and its administrative database.

He headed Costa Rica’s number portability project, which involved the technical requirements, the management of the operator’s positions and requests, as well as the direction and coordination of the number portability committee among other requirements for its implementation.”

Jorge Luis Hernández Ojeda is a Mexican lawyer specializing in telecommunications regulation, with extensive experience in radio spectrum policy, satellite communications and orbital resources. He currently heads the General Directorate of Radioelectric Spectrum and Orbital Resources at Mexico’s Telecommunications Regulatory Commission (CRT).

Throughout his career in telecommunications regulation, he has participated in the development and implementation of public policies related to spectrum planning and management, spectrum authorization and assignment, satellite systems and the management of orbital resources.

He has also been involved in international radiocommunication activities within the International Telecommunication Union (ITU) and the Inter-American Telecommunication Commission (CITEL), including work related to World Radiocommunication Conferences.

His professional focus is on promoting the efficient use of spectrum while providing regulatory certainty, fostering technological innovation and supporting the development of telecommunications and connectivity in Mexico.

Philippe André Bonneau is a Director in the Spectrum Policy Branch at Innovation, Science and Economic Development Canada (ISED). He has over 20 years of experience in telecommunications with ISED, spanning wireless research, engineering, operations, and spectrum management.

He holds a B.A.Sc. in Computer Engineering and an MBA, both from the University of Ottawa.

Alejandro Herrera Mojica is the Deputy Secretary of the Regional Technical Commission of Telecommunications (COMTELCA). A Telecommunications Engineer with master’s degrees in Telecommunications Engineering and Business Administration, he brings over 15 years of experience in regulation, network management, and public policy development within the ICT sector.
He has held senior positions at Panama’s National Public Services Authority (ASEP), leading major initiatives on regulatory modernization, spectrum valuation, number portability, and service quality improvement. He actively engages in international forums such as ITU, CITEL, and REGULATEL, fostering digital inclusion and regional cooperation across the Americas.

Laura Mejuto Iglesias is Head of Spectrum Policy Innovation at the UK Department for Digital, Culture, Media and Sport, where she leads work on future spectrum policy, innovation and regulatory reform. She is responsible for programmes supporting the development of next generation wireless technologies and advises Ministers on strategic spectrum issues affecting connectivity, economic growth and national resilience. Laura also serves on the Board of the UK National Spectrum Facility, helping shape the UK's spectrum research and innovation capabilities.

Laura is a telecommunications engineer by background, holding an MSc in Signal Theory and Communications and a BSc in Telecommunications Engineering. Before joining Government, Laura held a range of senior technical and regulatory roles at Ofcom, leading major programmes across spectrum, wireless connectivity and communications infrastructure, and helping shape the regulatory framework underpinning the UK's digital economy. Earlier in her career, she worked in the telecommunications industry across network engineering and technology delivery roles.

Laura has represented the UK in international spectrum and telecommunications forums and has extensive experience at the intersection of technology, regulation and public policy, covering mobile, satellite and wireless communications.

Monisha Ghosh completed a term as the Chief Technology Officer at the Federal Communications Commission (FCC) on June 14, 2021. In this role she reported to the Chairman of the FCC and was closely involved with setting national strategy and technology specifications related to the explosive growth of broadband wireless communications technologies.
Prof. Ghosh previously served in the NSF as a rotating Program Director (IPA) within the Directorate of Computer & Information Science and Engineering (CISE) where she managed wireless networking research. At the NSF, she initiated one of the first large-scale programs that targets applications of machine learning to wireless networks.
From 2015 to 2021, she also was a Research Professor at the University of Chicago, where she conducted research on wireless technologies for the 5G cellular, next-generation Wi-Fi systems, IoT, coexistence and spectrum sharing. She previously worked in industrial research and development at Interdigital, Philips Research, and Bell Laboratories on wireless systems such as the HDTV broadcast standard, cable standardization, and cognitive radio for the TV White Spaces.
She is a Fellow of the IEEE.

Throughout his 30-year academic career, Professor Mohamed-Slim Alouini, an IEEE and OPTICA Fellow, has developed analytical and simulation tools for evaluating the performance of radio-frequency and optical wireless communication systems. He has also designed and optimized innovative technologies for emerging wireless networks.
Professor Alouini, a co-founder of KAUST's ECE program, inspires future engineers through his pioneering work in wireless communications. His integrated space-air-ground networks, spectrum sharing schemes, and optical wireless communication systems research shape connectivity's future and embody KAUST's scientific excellence and global impact.
Professor Alouini has published numerous conference and journal papers and co-authored the textbook Digital Communication over Fading Channels, published by Wiley Interscience. A former editor of IEEE Transactions on Communications and IEEE Transactions on Wireless Communication, he also served as an editor for IEEE Transactions on Mobile Computing and the Wireless Communications and Mobile Computing journal. He was also a series editor for the IEEE Communication Magazine's Optical Communication and Networks Special Series and the founding field chief editor for the Frontiers in Communications and Networks journal. He is now the Founding Editor-in-Chief for the Nature Partnership Journal (NPJ) on Wireless Technologies (since 2025) and an editor for the IEEE Transactions on Aerospace and Electronics Systems (since 2022).

Mr. Ingram also served as a consultant to the United Nations Office of the Secretary General on promoting corporate social responsibility and sustainable business practices.

Cary received a B.S.B.A in International Business and a B.A. in Economics and International Relations from Drake University. He went on to earn a Master’s in International Affairs from Columbia University School of International and Public Affairs.

Steve is an industry veteran having worked in the Wi-Fi ecosystem since 2003. In his current role as Director of Industry & Membership Engagements at the WBA, Steve is responsible for driving industry engagements with all types of organizations. These organizations include regulators, industry alliances, cities, enterprises and really any type of organizations that are stakeholders in Wi-Fi. Steve also heads up the WBA Membership team and is tasked with growing and developing the WBA membership ecosystem so it broadens its appeal to more industry partners.

Finally, Membership Engagement and helping WBA members achieve their Wi-Fi goals is a key component of Steve’s role at the WBA. Prior to his time at the WBA, Steve held senior positions at iPass which is a software SaaS company and where Steve ran the Wi-Fi Roaming Business Unit.

Mr. Wahome is the CEO and Founder of Aegir Consult Ltd, a vibrant technology firm based in Nairobi, Kenya. With a strong background in Geomatic Engineering and Geospatial Information Systems, he plays a pivotal role in advancing innovative solutions within the telco space, particularly in collaboration with Kenya's telecommunications regulator and African Advanced Level Telecommunications Institute (AFRALTI). He has over 10 years' experience in offshoring location intelligence services and enterprise systems implementation locally, regionally, and internationally. Mr Wahome has spearheaded projects that have positively impacted government organizations, not-for-profits, and private owned businesses in different capacities as a Lead Consultant. He is also a World Bank Group Consultant working to support developing countries in eradicating poverty.
Victor operates within the private sector, supporting research and development in the telecommunications field. His work is closely aligned with regulatory frameworks, yet he maintains a distinct role separate from any official regulatory body. This unique positioning allows him to offer valuable insights and practical perspectives on spectrum sharing, national spectrum policies, and the development of sandboxes for spectrum innovation.

William Baraza is the Director and CEO – African Advanced Level Telecommunications Institute (AFRALTI) and also serves as the Senior Advisor Africa to Centre for Strategic Cyberspace and International Studies (CSCIS) – Canada and Chairman - Africa Cyber Défense Forum (ACDF) Advisory Board. He is currently pursuing PhD in Strategic Information Systems and holds and MBA in Operations Management from the University of ​Nairobi and a BSc in Computer Science, Egerton University. He has worked on various ICT4D research projects in collaboration with development partner institutions such as Foreign and Commonwealth Organization (FCDO), IBM, Norwegian Refugee Council, USAID amongst others With over 25 years experience in telecommunications (including engineering, pre-sales, sales, leadership) and over 20 years experience at senior management level, in Sub Saharan Africa, he has had tours of duty in several African countries including Kenya, Uganda, Zimbabwe and South Africa. He has previously held various senior roles in technical and business development in International organizations such as CommScope, Ericsson, Nokia, Cisco and Africa Online. William is a member of Internet Society (ISOC) and Kenya Institute of Management (KIM). His research interests are in E-commerce, Cloud Computing and Artificial Intelligence and partners with other researchers to write research papers.

Tim Miller is a Partner at Plum and specialises in the application of economic theory to telecommunications issues, with a particular focus on regulation, competition, and spectrum policy and strategy. His advice has been used by operators to lobby for changes to regulation, and by governments and regulators to form regulatory policy and strategy.
Tim has developed models and analytical tools for operators, regulators and governments around the world to assess the value of spectrum and how it should be awarded. He has also provided advice on how spectrum may be used – from both a technical and regulatory perspective – in mobile and fixed networks. His work considers the analysis of markets and company interactions, both in terms of their impact on spectrum awards and on regulation in general. He is adept at applying established regulations to emerging markets, particularly those in Africa, Latin America and the Middle East, but is keen to develop new regulatory thinking to reflect the changing nature of today’s telecommunications markets, applied to markets worldwide.
He has applied game theory to market interactions to enable operators and regulators to understand likely outcomes of decisions, and how to mitigate against unwanted effects. His work has also included mobile broadband regulation, the estimation of demand for data traffic, economic impact and cost-benefit analyses, the pricing of regulated services, broadcasting cost models, undersea cable disputes, mobile number portability, universal service cost calculations, and structural separation.
Tim Miller has an MSc in Economics from the University of Bristol, specialising in auction and game theory, and a BSc in Economics and Mathematics from the same institution.

Michael Calabrese is the Director of New America's Wireless Future program. He also serves as the Senior Advisor for New America's Technology and Democracy programs and a senior research fellow affiliated with the Asset Building Program. Calabrese focuses on developing policies that promote pervasive connectivity, including spectrum policy reform, mobile market competition, wireless broadband deployment, and IT investment and innovation more broadly.
Calabrese currently serves as an appointed member of the U.S. Department of Commerce Spectrum Management Advisory Committee (CSMAC) since 2009. He also served as an invited expert on the President’s Council of Advisors on Science and Technology (PCAST) spectrum reform working group during 2011-2012.
Calabrese also served as Vice President of New America(2003-2010) and was instrumental in establishing the organization's programs in areas including retirement security, health policy, asset building, education, and the Next Social Contract Initiative.
Previously, Calabrese served as General Counsel of the Congressional Joint Economic Committee, as Director of Domestic Policy Programs at the Center for National Policy, and as Pension and Employee Benefits Counsel at the national AFL-CIO.
As an attorney and graduate of both Stanford Business and Law Schools, Calabrese speaks and writes frequently on issues related to spectrum, wireless broadband, and internet policy as well as on pension policy and retirement security. He has co-authored three books and published opinion articles in The New York Times, The Washington Post, The Atlantic Monthly, Slate, and other leading outlets.

Herman is a global public policy and government affairs leader who has been at the forefront of technology policy and advocacy work with innovators, governments and regulators for over twenty years. During this period, he has built highly effective public affairs teams, managed relations with ministries and regulators across EMEA and APAC, and directed government affairs for some of the biggest names in corporate tech.
Before founding Policy Impact Partners, Herman was responsible for spectrum and broadband advocacy at mobile industry association, the GSMA, where he led the global campaign to secure more spectrum for broadband services at the 2015 UN World Radiocommunication Conference. He also designed and coordinated multiple advocacy programmes across key markets in the Middle East, Africa and Asia Pacific to advance the release and licensing of the ‘digital dividend’ spectrum for mobile.
Herman has built a strong global network of senior level contacts both in government and across industry, and has a trusted reputation for effectively advocating policies that align business and societal goals. He is an accomplished speaker and moderator, and a regular contributor to capacity-building programmes for regulators and government representatives across the world.
Earlier in his career, Herman established and led the EU public affairs technology practice of the global communications consultancy in Brussels, Waggener Edstrom Worldwide, directing accounts with Amazon, Adobe, Microsoft and the Business Software Alliance. He also held operations, strategy and policy positions at British Telecom, and worked for the Dutch Industry Federation.
Herman has an MSc in political science and international economics and an MBA.

Pasquale is an expert in innovative technology, business strategy and spectrum management in the areas of telecoms, Wi-Fi, 5G, IoT and Cloud. Pasquale is passionate about connectivity and an advocate of efficient spectrum use. He advises clients on the development of new technologies, business models and regulatory approaches that can be utilised to meet the ever-growing demand for fast and efficient connectivity.

As a Vice President of Spectrum Management at Nominet he was responsible for Nominet’s wireless connectivity services. In particular, he led the research and commercialisation of a cloud-based spectrum management platform which included the TV white spaces databases operating commercially in the UK (approved by Ofcom in 2015) and the USA (approved by the FCC in 2018), and supported various trials around the world (e.g. in TV white spaces in Mozambique in 2018).

Prior to Nominet Pasquale worked as a research engineer at Sky UK, and has also worked in academia at UCLA, California, and at Eurecom, France.

Pasquale has a PhD in electronics and communications from the Polytechnic University of Turin, Italy, and is a Chartered Engineer and Chartered Manager. He has authored several academic publications and has contributed to communication industry standards such as Weightless-N.

Claus Hetting is the founder, chairman, and CEO of the Wi-Fi NOW organisation, which has been working tirelessly to support the Wi-Fi industry since 2016. Previous to founding Wi-Fi NOW Claus worked as a technology and connectivity consultant for numerous global tech leaders including Nokia.

Christopher Szymanski is Director of Product Marketing for Broadcom Inc.'s Wireless Communications and Connectivity Division, with a focus on technology strategy, spectrum policy, regulatory affairs, and standards development. Mr. Szymanski serves as Vice Chairman of the Wi-Fi Alliance Board, and Chairman of the Dynamic Spectrum Alliance Board.

Prior to taking on this marketing role, Mr. Szymanski served as Global Trade Compliance Officer, Director of Global Regulatory Affairs, and Secretary of the Political Activity Committee (PAC) for Broadcom Corporation.

Before joining Broadcom, Mr. Szymanski lived in China for over four years, serving in a compliance and government relations role for a semiconductor foundry. For the last three of those years in China, he also served as co-chair of the Export Compliance Working Group (ECWG) of the American Chamber of Commerce, to improve the U.S.-China high technology trade relationship.

Prior to working in China, Mr. Szymanski served on Capitol Hill for Congressman Don Manzullo, the House Committee on Small Business, and the U.S.-China Interparliamentary Exchange, advising on manufacturing, trade, and defense policies. Mr. Szymanski received his Masters in Business Administration (MBA) from the Washington University Olin School of Business, with a focus on leadership in China.

Alan Norman joined Facebook’s connectivity policy team in August 2016 and actively supports Facebook’s Connectivity initiatives. Alan is a long-time advocate for improved broadband and internet access, shared infrastructure, and spectrum for next generation technologies. Recently Alan has been actively engaged on Rural Access, Wi-Fi, mmWave, and 5G.
Alan holds a BS in Mathematical Sciences from Stanford University and an MS in Management from Stanford’s Graduate School of Business where he was a Sloan Fellow.

Matt MacPherson is Cisco’s Wireless CTO, overseeing the company’s global wireless strategy, innovation, and thought leadership across licensed, unlicensed, and shared spectrum technologies. He guides Cisco’s wireless portfolio development, identifies emerging market trends, and leads innovation initiatives from concept to implementation.
His team works closely with customers, industry leaders, startups, and Cisco’s engineering organizations to develop next-generation wireless solutions for both service provider and enterprise markets. They also help shape industry standards through active participation in organizations such as the Wireless Broadband Alliance (WBA), Wi-Fi Alliance (WFA), GSMA, IETF, and IEEE.
Matt serves on the Boards of Directors of the WBA and the CBRS Alliance. He joined Cisco in 1995 and previously spent 11 years at Fermi National Accelerator Laboratory developing communications and control systems. He holds a Master’s degree from the Illinois Institute of Technology and a Bachelor of Science in Computer Engineering and Systems.

Dave Rodrian leads the WiFi and Connected Home Product team at Spectrum. His team is focused on delivering the next generation of wireless innovation through its Advanced WiFi platform for their Residential and Business customers. Leveraging the Advance WiFi platform, his team partners closely with the Mobile group to drive the differentiation of Spectrum’s converged connectivity services. Dave currently serves on the board of Cujo AI, an industry leading network intelligence and cybersecurity company.
Previously Dave served as GVP of Internet Products at Spectrum. Here he led the team responsible for developing new connectivity services, products and CPE which included the introduction of DOCSIS 3.1 and 1 Gbps service across the footprint.
Prior to joining Spectrum, Dave was in the Corporate Strategy and Development group at Level 3 Communications. At Level 3, Dave developed long term strategies for expanding the reach of its network. This included driving capital investments and an active role in completing several $1B+ acquisitions.
Dave holds a Bachelor’s degree in Mechanical Engineering from Iowa State University and a Master’s degree in Engineering Management from Duke University and has been awarded multiple US patents.

Matt Swartz is a Distinguished Engineer within wireless product team. He delivers scalable designs that enable mobility solutions across many verticals for Cisco’s largest customers. Matt has been heavily involved with Cisco’s High Density WiFi efforts since the very beginning and continues to drive new innovation in that space today. Prior to joining Cisco in 2003, Matt held Network Engineering positions with a number of service providers and enterprises. He is CCIE #13232 (Routing/Switching & Wireless) and CWNE #57. He also holds a B.S. degree from Old Dominion University.

Michael Feldman

Manager, International Public Policy, Amazon

Michael Feldman is an International Public Policy Manager at Amazon, based at its Seattle headquarters. In this role, he supports senior-level corporate engagement with policymakers and government officials across Europe, the Middle East, Africa, and Asia-Pacific. Michael joined Amazon in 2023 after 11 years in the U.S. Department of State, where he served as a diplomat overseas in Beijing, China; Berlin, Germany; and Edinburgh, UK. He also held various roles in Washington, DC, including in the Bureau for European and Eurasian Affairs and in the office of the U.S. Secretary of State. He holds a BA from Rice University.

Mike is VP of Sales at Tarana Wireless. He was previously Senior Vice President of Sales at Nokia, where he led customer engagements across a wide range of verticals, including major and regional telcos, cable operators, Internet/web companies, cloud service providers, federal/state/local governments, and data center customers globally. He has a proven track record of accelerating growth and more than 20 years of experience in communications technology, from startup to mature stages. He holds an MBA from George Mason University in Virginia and a BS in Electrical Engineering from Virginia Tech.

Philippe Defraigne is a founding director of Cullen International, a company monitoring regulatory developments in telecommunications, digital economy, media, postal, competition law and sustainability. He is an economist by training and has spent the last 30 years analysing telecommunications regulation and market developments. He is a regular fixture on the conference circuit, frequently speaking at and chairing events in Europe, Latin America and MENA.

Steve Song is the Senior Director of Infrastructure Mapping and Development at the Internet Society, where he focuses on developing deeper insights into the physical infrastructure that underpins the Internet, helping to expand meaningful connectivity and access worldwide. His work promotes collaborative approaches to open data standards for describing Internet infrastructure, with a particular emphasis on terrestrial fiber optic networks. Since 2009, he has actively maintained public maps of Africa’s submarine and terrestrial fiber infrastructure, providing valuable resources for policymakers, network operators, and development organizations.
Throughout his career, Mr. Song has played a significant role in advancing affordable Internet access. He has worked closely with regulatory authorities to develop policies and regulatory frameworks that support locally owned and managed Internet infrastructure. He is also the founder of Village Telco, a social enterprise that developed low-cost Wi-Fi mesh and Voice over IP (VoIP) technologies designed to deliver affordable voice and Internet services to underserved communities.
Prior to these roles, Mr. Song worked at the International Development Research Centre (IDRC), where he led the organization’s Information and Communication Technologies for Development (ICT4D) program in Africa. In this capacity, he supported research initiatives exploring the transformative impact of digital technologies on economic and social development across the continent.

Dr Martha Suarez is President of the Dynamic Spectrum Alliance and has over 15 years of experience in the telecommunications industry. In her current role at the DSA she advocates for laws and regulations that will lead to more efficient and effective spectrum utilization, which is essential to addressing key worldwide social and economic challenges.

She spent over three years as General Director of the National Spectrum Agency in Colombia, having originally joined the ANE in 2013. Before that, she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project.

Suarez is an electronics engineer, with a master degree in high frequency communication systems and is Doctor in electronics from the University Paris-Est.
