His contributions in that role are of strategic and technical nature; he advises on matters related to wireless technologies and spectrum policies. He also leads the research efforts of the sector into spectrum utilization, technology enablement, and emerging use-cases.
In addition to his role at CST, Dr. Alrabeiah holds an assistant professor position in the faculty of engineering at King Saud University (KSU), Riyadh, Saudi Arabia, where he contributes to the research and development of the field of wireless communications. His contributions to the field have been published in top-tier journals and conferences, and they have earned him a spot on Stanford’s 2023/24 list of top-2% most-cited engineering researchers.

Alessandra Lustrati is the Head of Digital Development in the UK Government’s Foreign, Commonwealth & Development Office (FCDO). As part of her role, Alessandra leads the team responsible for the Digital Development Strategy (2024-2030) and oversees the global Digital Access Programme. Her work is focused on supporting the inclusive, responsible and sustainable digital transformation of developing and emerging countries. Alessandra is a development economist by background, and an accredited Senior Private Sector Development Adviser within FCDO. Before joining the UK Government, she worked with the United Nations, the European Commission, and in the non-profit and private sectors - with an emphasis on inclusive and sustainable economic growth, and a deep interest in the role of digital technologies for the reduction of poverty and inequality. Alessandra has lived and worked extensively across Africa, Asia and Europe, and speaks seven languages.

Charley Lewis (PhD, MComm) has extensive experience across the wide field of ICT sector policy and regulation, covering broadband and telecommunications, broadcasting and the Internet. Covering a wide variety of key areas, his expertise ranges from universal access and service, through the digital divide, consumer protection, quality of service, statistics and indicators, to spectrum management and the 4th industrial revolution and 5G.
Dr Lewis’ varied career includes teaching Mathematics and English at high school level; Information Systems Analyst in the banking sector; Head of IT at COSATU (Congress of SA Trade Unions); Senior Lecturer at the University of the Witwatersrand; Independent Analyst and Researcher; and Councillor at the Independent Communications Authority of South Africa. He has managed and taught professional development and academic courses on ICT policy and regulation to policy-makers, regulators, and industry practitioners.
Dr Lewis holds a BA Hons in English, a Higher Education Diploma, an M Comm in Management of Information Systems, and the degree of Doctor of Philosophy. He is an experienced researcher and a published author, with his book, Regulating Telecommunications in South Africa: Universal Access and Service (Palgrave Press, 2020) following on from the research for his award-winning PhD thesis.
Dr Lewis was part of the Ministerial Task Team on a Post-Covid-19 Economic Response Strategy, having previously served on South Africa’s National ICT Policy Review Panel (2012-2015).
Most recently, Dr Lewis was appointed to serve a second four-year term as Councillor at the Independent Communications Authority of South Africa, his first term running from 2020 to 2024, six months of which was in the role of Acting Chairperson of Council.

Ms. Thabisa Faye has 10 years of experience in the ICT sector across the African continent, having worked in over fifteen (15) countries. She has contributed to policy formation projects across the ICT sector, including leading the task of drafting the Postal Service Policy Green Paper in South Africa.
Ms Thabisa has experience in ICT regulatory Analysis, Economic Advisory, Renewable, Trust Management, Strategic Repositioning, Public Policy, and Project Management.
Throughout the years, she has played a critical role in the country's technological advancements over the years; where she also served as the company representative to the ICT industry body, South African Communications Forum, by serving on the Policy and the Finance Committee and held two terms on the Board.
Ms. Faye holds a Master's degree in International Development Management from the University of Westminster Business School, an Honours Degree in Development Studies from the University of the Western Cape and a Project Management Certificate from the University of Witwatersrand.

Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU and CEPT. Chris has closely engaged for the UK on key European regulatory initiatives in the field of electronic communications and has participated for many years in various European spectrum groups. Chris also leads UK engagement with the ITU and led the UK delegation to WRCs in 2023, 2019, 2015 and 2012.

In 2019 Chris took on the role of Chairman of the Electronic Communications Committee (ECC) of CEPT and was re-elected for a second term in 2022. He is also a Director of the International Institute of Communications (IIC).

Chris has 25 years’ experience of working on spectrum and communications regulation, both at Ofcom and its predecessor (Oftel). He has a degree in mathematics and statistics from Manchester University.

Alexander Kühn is the Head of Section on International and National Spectrum management at the German regulatory authority - BNetzA. The Section is responsible for spectrum strategy in the European Union and the authorization for experimental spectrum use. He is based in Bonn, Germany.
Alexander has over 15 years of professional experience in national and international spectrum regulation. Since 2004, his activities focused on international spectrum aspects, in particular participating in CEPT and ITU-R meetings. He chaired the WRC preparation of CEPT from 2013 to 2019 and is currently a Vice-Chairman of the ITU conference preparatory meeting to WRC-23 (CPM).
His career started in 2002 in the German NRA in the area of electronic signatures and the governance of relevant service providers. He holds second level degree in law.

Miss Theetanun Rattanasanyanuphap brings over 25 years of experience in the telecommunications sector. She currently serves as the Executive Director of the Policy Assessment Bureau at Thailand NBTC. She is an expert in telecommunications policy formulation, with a proven track record in developing strategic spectrum auction roadmaps, managing the full project lifecycle, and conducting detailed policy assessments.
Throughout her distinguished career, she has held several key leadership roles, including Executive Director of Telecommunications Policy and Resource Management Bureau, and Executive Director of Telecommunications Business Licensing Bureau.

Dr. Artprecha Rugsachart is a seasoned expert in the telecommunications sector with over 25 years of experience. He holds a Ph.D. in Telecommunications from the University of Pittsburgh and a Master of Science in Telecommunications from the University of Colorado at Boulder.
Dr. Rugsachart currently serves as the Executive Director of the Spectrum Management Bureau at Thailand’s National Broadcasting and Telecommunications Commission (NBTC). Throughout his distinguished career, he has held several key leadership positions, including Division Director of the Spectrum Management Bureau and Senior Engineer at the Telecommunication Standard and Technology Bureau, contributing significantly to Thailand’s spectrum policy and regulatory framework.

Ir. M.G.J (Martijn) Meijers, Director Infrastructure, Dutch Authority for Digital Infrastructure, Netherlands
Martijn and his management team are committed to ensuring the availability of a high-quality digital infrastructure for the Netherlands. He is also actively involved in initiatives within the organization that focus on sustainable employability, social safety, diversity, and inclusion. Martijn graduated with a degree in economics. Prior to this, Martijn held various positions at the Netherlands Authority for Consumers and Markets (and its legal predecessors), as well as at the former Ministry of Transport, Public Works, and Water Management.

Alvaro Nadal is a Telecommunications Engineer with a n MBA from FIU currently working as the Technical Advisor to the Executive Director of the Dominican Telecommunications Institute (INDOTEL), the government agency that regulates the telecommunications market and its many dimensions. He has been involved in the telecom market for over 25 years, where he has worked as part of the executive distinguished himself in planning and implementation of technical projects in the private sector and as a regulator he has contributed towards planning and dimensioning the digital divide and the creation of public policy to address it. As Technical Advisor for the last 3 years he has coordinated the Digital TV process for the Dominican Republic and given technical input to most public policies within the regulator plus most Digital Agenda projects that touch on ITC and Telecommunication initiatives.

Monisha Ghosh completed a term as the Chief Technology Officer at the Federal Communications Commission (FCC) on June 14, 2021. In this role she reported to the Chairman of the FCC and was closely involved with setting national strategy and technology specifications related to the explosive growth of broadband wireless communications technologies.
Prof. Ghosh previously served in the NSF as a rotating Program Director (IPA) within the Directorate of Computer & Information Science and Engineering (CISE) where she managed wireless networking research. At the NSF, she initiated one of the first large-scale programs that targets applications of machine learning to wireless networks.
From 2015 to 2021, she also was a Research Professor at the University of Chicago, where she conducted research on wireless technologies for the 5G cellular, next-generation Wi-Fi systems, IoT, coexistence and spectrum sharing. She previously worked in industrial research and development at Interdigital, Philips Research, and Bell Laboratories on wireless systems such as the HDTV broadcast standard, cable standardization, and cognitive radio for the TV White Spaces.
She is a Fellow of the IEEE.

Dr. Felix Vega is a technologist and academic leader, currently serving as the Chief Researcher at the Directed Energy Research Center (DERC) within the Technology Innovation Institute (TII), Abu Dhabi. Dr. Vega leads a team of more than 150 scientists and engineers working on pioneering research in high-power electromagnetics, high-energy lasers, and high-power acoustic systems, transforming foundational science into real-world innovation that supports national and global priorities.
Dr. Vega holds two PhDs in Electrical Engineering one from the Swiss Federal Institute of Technology of Lausanne (EPFL) and another one from the National University of Colombia. His areas of expertise span high-power electromagnetic sources, advanced antenna systems, ground-penetrating radar, and plasma physics.
An influential figure in the international research community, Dr. Vega serves as Secretary of the IEEE Antennas and Propagation Society and Chair of Programs for the IEEE Humanitarian Technologies Board. He has contributed as Associate Editor for several key IEEE journals and was formerly a Professor of Electromagnetic Fields and Antennas at the National University of Colombia.
He is the lead editor of the book Recent Advances on High Power Electromagnetics (IET, 2025), and has been recognized with multiple international awards, including the URSI Young Scientist Award, the RCA Frank Gunther Award, and the IEEE John Howard Memorial Award.

Throughout his 30-year academic career, Professor Mohamed-Slim Alouini, an IEEE and OPTICA Fellow, has developed analytical and simulation tools for evaluating the performance of radio-frequency and optical wireless communication systems. He has also designed and optimized innovative technologies for emerging wireless networks.
Professor Alouini, a co-founder of KAUST's ECE program, inspires future engineers through his pioneering work in wireless communications. His integrated space-air-ground networks, spectrum sharing schemes, and optical wireless communication systems research shape connectivity's future and embody KAUST's scientific excellence and global impact.
Professor Alouini has published numerous conference and journal papers and co-authored the textbook Digital Communication over Fading Channels, published by Wiley Interscience. A former editor of IEEE Transactions on Communications and IEEE Transactions on Wireless Communication, he also served as an editor for IEEE Transactions on Mobile Computing and the Wireless Communications and Mobile Computing journal. He was also a series editor for the IEEE Communication Magazine's Optical Communication and Networks Special Series and the founding field chief editor for the Frontiers in Communications and Networks journal. He is now the Founding Editor-in-Chief for the Nature Partnership Journal (NPJ) on Wireless Technologies (since 2025) and an editor for the IEEE Transactions on Aerospace and Electronics Systems (since 2022).

More than a decade ago Marcelo left the capital city of Chile and started deploying connectivity projects to spread Internet access in rural areas. During his career, he has worked directly with hundreds of local government offices, dozens of non-profit organizations, companies, and numerous social organizations to provide digital access to the masses. As of 2016, he has been living a nomadic lifestyle, working on-site in many different regions, trying out cutting-edge technologies, and assisting small Internet service providers in reaching unconnected communities. After documenting 26.000 kilometers of fiber infrastructure, he presented the first verified Optical Fiber Map in Chile.

Marcelo is a Computer Science Engineer (University of Chile) and has a strong background in G.I.S.

Cristiane is a lawyer and economist with more than 20 years of experience in telecommunications regulation and new technologies. Her performance is focused in regulated markets and international economic policy, through sectorial studies, position papers, regulatory risk analysis, new business modeling and legal and tax advice. With an advisory and institutional profile, she holds the presidency of the Advisory Board of Anatel with the end of his term in February/2023. Graduated in Economics from FEA - USP, bachelor of law and with specialization in business law, both from the University of São Paulo - USP, also accumulates the title of specialist in Digital Law by Berkman Klein Center for Internet & Society - Harvard University - Cambridge, USA and Master in International Relations by the Program San Tiago Dantas - State University of Campinas - UNICAMP. Her institutional practice includes participation in the ITU through the ITU-D Study Group 1 - Enabling environment for the development of telecommunications/ICTs, presence in Plenipotentiary 2022, as well as in the collection of information conducted by OECD for the Telecommunications and Broadcasting Review in Brazil (2019/2020) and also with UNESCO, regarding the draft of the Guidance for digital platforms regulation (2023). Cristiane is the leader of Administrative Board of ABRINT and the Advisory Board of LAC-ISP.

Paul Colmer is a leading advocate for expanding affordable, reliable connectivity across South Africa. Serving on WAPA’s Executive Committee, he works closely with regulators and industry to promote open spectrum, dynamic sharing, and policies that empower small and rural ISPs. Paul leads initiatives such as WAPA’s TV White Space project and campaigns for 6GHz Wi-Fi unlicensed spectrum release, bridging the digital divide in underserved areas. With extensive experience in ICT and telecoms, he frequently speaks on broadband policy, rural network deployment, and strategies for inclusive, resilient digital infrastructure.
She spent over three years as General Director of the National Spectrum Agency in Colombia, having originally joined the ANE in 2013. Before that, she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project.

Suarez is an electronics engineer, with a master degree in high frequency communication systems and is Doctor in electronics from the University Paris-Est.

Tiago Rodrigues is the President & CEO of the Wireless Broadband Alliance (WBA). Tiago is responsible for leading the overall strategy, together with the WBA Board, and the operational planning for the WBA. As well as overseeing the day to day management, Tiago takes a leadership role in understanding industry challenges and working with membership to agree the key focus areas and programs that need to be developed to ensure the wireless industry optimises market opportunities for Wi-Fi and works to resolve any business issues that impede the success of the industry overall.

Before he joined the WBA, Tiago spent 15 years at the Portugal Telecom Group. In his previous role as Head of Business Innovation, he collaborated with various departments within the company to identify and develop new business opportunities. Prior to this, he managed the Public Wi-Fi sector of Portugal Telecom Group where he was responsible for service management, development, strategy and internationalisation of the Wi-Fi service. He was also involved in strategic marketing, regulatory affairs, pricing, product development and roaming.

Tiago holds an M.Sc. in Economics and Management of Science and Technology, and a degree in Business Administration from the Higher Institute of Economics and Management at The Technical University of Lisbon He also has a BA. Honors Degree in Business Administration from Humberside University, UK.

Paul Garnett is an accomplished leader with over two decades of experience in telecommunications and technology law and policy, market development, business development, strategic alliances, and technology and business model incubation.
Paul has a proven track record developing creative, high return-on-investment approaches to large and complex challenges. He worked for seventeen years “inside the beltway” for a top management consulting firm, law firm, communications regulator, and trade association, and eleven years “outside the beltway” for one of the biggest technology companies in the world. Paul also conceived of, launched, and led Microsoft’s Airband Initiative, leveraging a partner-driven approach to extending broadband access to unserved communities in the U.S. and globally. Paul was also the founder and Chairman of the Dynamic Spectrum Alliance. Paul has extensive global business and government relations experience on five continents and has contributed to over twenty U.S. patents.
Prior to founding the Vernonburg Group, Paul was the Senior Director of Microsoft’s Airband Initiative. The Airband Initiative’s portfolio encompassed over 100 projects in 20 countries across 5 continents, where Paul and his team worked with internet service providers, energy access providers, and other partners to deploy new last-mile access technologies, cloud-based services, and business models that extended broadband internet access for tens of millions of people. Paul and his team also focused on key enabling verticals such as agriculture, education, healthcare, and small business.
Throughout his career, Paul has consistently been drawn to the challenge of universal access. As Assistant Vice President, Regulatory Affairs, at CTIA-The Wireless Association®, he represented the U.S. wireless industry before the Federal Communications Commission (FCC) and the U.S. Congress. Paul also worked at the FCC in its Wireline Competition Bureau leading complex rule makings on universal service and intercarrier compensation regulations. Paul was an Associate in Swidler Berlin’s telecommunications practice and a Consultant at Price Waterhouse advising on the privatization of state-owned telecommunications and utility monopolies.
Paul Garnett earned his bachelor's degree in political science at Union College and his law degree at the Catholic University of America, Columbus School of Law. Paul is a member of the Bar of the District of Columbia.

Christopher Szymanski

Christopher Szymanski is Director of Product Marketing and Government Affairs for the Mobile Wireless Connectivity Division at Broadcom Inc., where he is responsible for leading Broadcom’s development, and regulatory affairs. Before joining Broadcom, Mr. Szymanski worked for Semiconductor Manufacturing International Corporation (SMIC) at its headquarters in Shanghai. He also served as a congressional aide focused on policies related to economic competitiveness, telecommunications, foreign relations, national security, and trade.

Detlef Fuehrer is Senior Manager, Spectrum Management and Regulatory Affairs, EMEA in the CTO Office at Aruba, a Hewlett Packard Enterprise company. His main responsibility is to set and drive HPE’s legislative & regulatory priorities for radio spectrum in EMEA and to execute all aspects of HPE’s EMEA strategy. Prior to Aruba, Detlef managed the Spectrum Engineering activities of the European Commission’s Joint Research Centre where he established the Radio Spectrum Lab. Holding a diploma in Electronics Engineering from Dortmund University, he worked in the semiconductor industry for almost 20 years, predominantly in the communications domain, at Alcatel, Texas Instruments, and Hitachi Electronic Components. Detlef authored the first German-language expert book on ADSL and published numerous studies on spectrum sharing and wireless coexistence.

Matt MacPherson is Cisco’s Wireless CTO. Matt’s group has world-wide responsibility for Cisco’s Wireless thought leadership through analyzing technology and industry trends and providing direction to product and engineering teams.

The Wireless CTO team manages the innovation pipeline from idea to proof-of-concept, and eventually, to execution decisions. The team has strong insights into market evolution and disruptions in the start-up ecosystem. They ensure Cisco has the leading wireless portfolio through build, buy and partner strategies. Domains include driving strategy for both Service Provider and Enterprise markets for a broad range of wireless solutions across licensed, unlicensed and shared spectrum.

The Wireless CTO team engages at the executive level with customers and key technical influencers to partner and drive Cisco’s innovation activity. Matt’s team also works directly with Cisco’s world-class development engineering group for prototyping new technologies.

Alan Norman joined Facebook’s connectivity policy team in August 2016 and actively supports Facebook’s Connectivity initiatives. Alan is a long-time advocate for improved broadband and internet access, shared infrastructure, and spectrum for next generation technologies. Recently Alan has been actively engaged on Rural Access, Wi-Fi, mmWave, and 5G.
Alan holds a BS in Mathematical Sciences from Stanford University and an MS in Management from Stanford’s Graduate School of Business where he was a Sloan Fellow.

Michael Feldman

Manager, International Public Policy, Amazon

Michael Feldman is an International Public Policy Manager at Amazon, based at its Seattle headquarters. In this role, he supports senior-level corporate engagement with policymakers and government officials across Europe, the Middle East, Africa, and Asia-Pacific. Michael joined Amazon in 2023 after 11 years in the U.S. Department of State, where he served as a diplomat overseas in Beijing, China; Berlin, Germany; and Edinburgh, UK. He also held various roles in Washington, DC, including in the Bureau for European and Eurasian Affairs and in the office of the U.S. Secretary of State. He holds a BA from Rice University.

Philippe Defraigne is a founding director of Cullen International, a company monitoring regulatory developments in telecommunications, digital economy, media, postal, competition law and sustainability. He is an economist by training and has spent the last 30 years analysing telecommunications regulation and market developments. He is a regular fixture on the conference circuit, frequently speaking at and chairing events in Europe, Latin America and MENA.

Dr Martha Suarez is President of the Dynamic Spectrum Alliance and has over 15 years of experience in the telecommunications industry. In her current role at the DSA she advocates for laws and regulations that will lead to more efficient and effective spectrum utilization, which is essential to addressing key worldwide social and economic challenges.

She spent over three years as General Director of the National Spectrum Agency in Colombia, having originally joined the ANE in 2013. Before that, she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project.

Suarez is an electronics engineer, with a master degree in high frequency communication systems and is Doctor in electronics from the University Paris-Est.
