The Dynamic Spectrum Alliance (DSA) invites leading spectrum consultancy firms to participate in a strategic initiative aimed at accelerating digital inclusion worldwide. Public Wi-Fi has proven to be a cornerstone for affordable connectivity, enabling education, healthcare, commerce, and government services while supporting smart city strategies. In underserved areas, it offers a cost-effective path to universal broadband access. This Request for Proposals seeks evidence-based insights through comprehensive surveys, financing analyses, and detailed case studies of large-scale and purpose-driven public Wi-Fi deployments in Brazil, Indonesia, Kenya, Nigeria, and South Africa, with optional global extensions. By contributing to this knowledge base, consultants will help shape actionable recommendations for policymakers and development partners, ensuring sustainable, inclusive connectivity for all.
