In 2011 he won the main Brazilian prize related to the competition policy and regulation, the SEAE Award, by the Ministry of Finance, with the Article Remuneration of Telecommunications Networks in Brazil, which analyzes the incentives related to pricing of mobile interconnection. He’s author and co-author of many articles and books related to telecom. In July of 2016, he published, as a co-author, the book Broadband in Brazil: Past, Present and Future, which documents the history, challenges and achievements of the Internet in Brazil.
He is currently Head of Competition Office, in ANATEL, responsible for the competition policy, economic regulation of the telecommunication market, mergers and acquisitions (M&A) transactions, cost modeling analysis, tariffs and monitoring the relationship among telecom operators (including infrastructure sharing) and with other industries (including energy, content, internet etc.).
In 2021, Abraão coordinated the activities and chaired the Special Bidding Commission for the largest radio frequency auction in Brazil's history, the 5G Auction.
In the international field, he represents Brazil in the specialized agency of the United Nations for the sector of information and communication technologies – the International Telecommunications Union-ITU. Since2012, he is an active member of Study Group3, the group related to economic and policy issues related to the ICTs. He is currently one of the vice- chairmen of this study group, leading the discussions related to definition of relevant markets, competition policy and identification of operators with SMP as it relates to the economic aspects of the international telecommunication services and networks.

Julissa Cruz Abreu is the Executive Director of the Dominican Telecommunications Institute (INDOTEL), since August 19, 2020, appointed by its Board of Directors.
Telecommunications expert with more than 20 years at the service of the Dominican Telecommunications Institute (INDOTEL), the telecommunications regulatory body in the Dominican Republic, where she has held, among other positions, as Director of International Relations, Compliance Commissioner and Head of the Regulation Department, where she was an active part in the initiatives and preparation of the current regulatory framework and led, from that position, the implementation of the mobile number portability project in 2009.
Currently, under the direction of the Board of Directors, she is leading the technical team of the regulatory body that is executing several transformation projects in the telecommunications sector, such as the National Broadband Plan for the Dominican Republic, the Radioelectric Spectrum Tender for the deployment of fifth generation networks, the implementation of Digital Terrestrial Television and the drafting of the new Information and Communication Technology Law of the Dominican Republic.
She worked in the operator regulation area of the National Markets and Competition Commission (CNMC) of Spain and has participated as a speaker at international conferences on Mobile Number Portability, Spectrum Management, Telecommunications Price Regulation, Gender Equality and ICT Inclusion. She has advised Central American regulators in their Mobile Number Portability implementation processes, participating, as an instructor and speaker in multiple seminars, workshops and telecommunications regulation courses.
She has a degree in Accounting from the Technological Institute of Santo Domingo, a Master's Degree in Corporate Finance from the same university, and also specializes in Economics of Regulation at the Universidad Argentina de la Empresa, Regulation of Public Services at the National University of Córdoba, Argentina and Price Regulation in the Telecommunications Industry at the CEDET Foundation, Madrid, Spain.

Dr. Maria Myers-Hamilton has been a pioneer in the Telecommunications field for over 30 years and is on a mission to improve coverage and connectivity for the digitally under-served citizens of Jamaica. From her current position as Managing Director at the Spectrum Management Authority (SMA), she maintains a birds-eye view of the country’s ever-expanding canopy of communication technology and spearheads initiatives that broaden and bolster digital accessibility where it matters most.
Expansion Begins with Education...
Her pursuits are grounded in the principles of education and the advancement of human knowledge and understanding. Holding a Doctorate in Education (Ed. D) in Instructional Technology & Distance Learning from the Nova Southeastern University’s Fischler School of Education, Maria currently serves as the Vice Chairwoman of the Caribbean Telecommunications Union (CTU) Task Force, an inter-governmental organization dedicated to supporting the development of the Caribbean information and communications technologies (ICT) sector. She is also Sub-Committee Chairwoman in the National Council on Education, which seeks to facilitate a more effective education process in Jamaica. She is also the Director of the Jamaica Autism Support Association and Trustee Chairperson of the e-Gov Jamaica Pension Fund.
Before her current stewardship of the SMA, she cut her teeth in various business and tech lead roles in some of Jamaica’s most forerunning private and public sector firms such as Jamaica Promotions Corporation (JAMPRO), RBTT Bank (Jamaica) Limited, and Financial Sector Adjustment Company Limited (FINSAC). Her previous directorships have also involved the use and promotion of technology for the common good, serving on boards such as e-Gov Jamaica Limited, Early Childhood Commission, and Jamaica Electronic Transmission (JETS) Company.

Mr. Fallas has more than 18 years of experience in the regulation of the telecommunications sector, including the areas of quality of service, end-user rights protection and spectrum management.
He has been involved in the quality-of-service regulation and measurement, including mobile, wireless, and fixed services. He is in charge of the team that proposed and established the current telecommunications regulations in Costa Rica, as the end user rights protection, quality of service (including KPIs, thresholds and measuring methodologies establishment), among others. His team also executes the nationwide quality of service measurements enforcing the QoS regulations and resolves end-user complaints.
In the spectrum area, he has extensive experience in spectrum planning, administration and monitoring, bidding process formulation and auctions, and also was the leader of the interdisciplinary group in charge of the design and implementation of the National Frequency Monitoring System and its administrative database.
He headed Costa Rica’s number portability project, which involved the technical requirements, the management of the operator’s positions and requests, as well as the direction and coordination of the number portability committee among other requirements for its implementation.”

Anjoum arrived in Brazil as HM Consul-General to Rio de Janeiro in January 2022. In addition to leading the UK government’s presence in Rio de Janeiro, he oversees British diplomatic work across Brazil on three portfolios: energy, strategic communications and diversity/inclusion. Anjoum joined the UK diplomatic service in 2000.
His postings overseas have included the British Embassies in Moscow, Brasilia, Mexico City and Buenos Aires. He has also worked outside
Government, heading international campaigns for a UK-based youth entrepreneurship NGO.
His areas of expertise include climate & energy (including as Chief of Staff to the UK’s Minister for renewables and climate change), economic and
development work, and strategic communications & counter-disinformation.
Anjoum has a first-class degree in Philosophy, Politics and Economics from the University of Oxford. His interests include travel, music, preColombian civilisations and aviation.

Dr Martha Suarez is President of the Dynamic Spectrum Alliance and has over 15 years of experience in the telecommunications industry. In her current role at the DSA she advocates for laws and regulations that will lead to more efficient and effective spectrum utilization, which is essential to addressing key worldwide social and economic challenges.
She spent over three years as General Director of the National Spectrum Agency in Colombia, having originally joined the ANE in 2013. Before that, she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project.
Suarez is an electronics engineer, with a master degree in high frequency communication systems and is Doctor in electronics from the University Paris-Est.

Ricardo Castañeda is the General Director of Spectrum Engineering and Technical Studies at the Federal Institute of Telecommunications; he is an Electronics and Communications Engineer with a specialty in Telecommunications and has a Master's Degree in Telecommunications Regulation and Economic Competition. Ricardo has more than 20 years of experience in the telecommunications sector, playing different roles in the public and private sectors.
Since 2009, he has collaborated with the regulatory authority for the sector in Mexico, where he has contributed to the development of numerous regulatory instruments and has coordinated various studies and projects related to technologies and regulations applied to the management of the radioelectric spectrum for telecommunications and broadcasting services, promoting the efficient use of the spectrum in Mexico.
At the international level, he has participated in conferences and meetings of specialized organizations such as the International Telecommunications Union and the Inter-American Telecommunications Commission. Likewise, he has participated as a speaker in various international congresses and forums on behalf of the Federal Institute of Telecommunications.

Mr. Kirk Sookram
Kirk Sookram holds the position of Deputy Chief Executive Officer at the Telecommunications Authority of Trinidad and Tobago. He has been employed with the Authority since its inception in July 2004, starting as a Telecommunications Engineer, laying the foundation for the spectrum management mandate of the regulator and working his way up the corporate ladder to Executive Director Technology and Engineering and, in 2020, to the position he currently holds.
During his tenure at the Authority, he has specialized in the areas of spectrum management, wireless technologies, telecommunications regulation, ICT and broadband development, cost modeling, universal service initiatives and policy development.
Kirk is a national of the Republic of Trinidad and Tobago. His qualifications include a Bachelors of Science Degree (with Honours) in Electrical & Computer Engineering from the University of the West Indies and a Masters of Science Degree (Distinction) in Operational Telecommunications from Coventry University, United Kingdom.
Kirk also held the position of the Chairman of the Caribbean Spectrum Management Task Force established by the Caribbean Telecommunications Union (CTU) during the period 2016 – 2020, during which time he led the CTU preparatory work for the ITU World Radiocommunication Conference, 2019. He currently holds the position of Chairman of the Caribbean Spectrum Management Steering Committee of the CTU.

Mr. Dennis Sonoiya, a part-time research student at the University of Strathclyde Glasgow, Scotland, is passionate about exploring new ways to manage radio frequencies that can help improve internet access for everyone. At the university, Dennis is involved in researching dynamic spectrum management and applications to make the most out of limited radio frequency resources.
In his full-time role, he serves as the Principal Research Officer at the Communications Authority of Kenya. Over his 10-year carrer with the regulator, he has led projects that focus on creating better regulatory strategies to make a significant impact, helping provide internet access to communities in remote and underserved areas. With his friendly demeanour and ability to explain complex concepts in a relatable manner, Dennis is excited to share his insights and experiences at the 2023 DSA Summit in Rio de Janeiro.

Ira Keltz is Deputy Chief of the FCC’s Office of Engineering and Technology.
OET is the Commission’s primary resource for engineering expertise and provides technical support to the Chairperson, Commissioners and FCC Bureaus and Offices. Mr. Keltz is responsible for developing national spectrum policies for the United States telecommunications industry. This includes allocating spectrum for licensed services, setting technical rules for unlicensed devices, and implementing procedures for equipment certification.

Jennifer is a telecommunications regulatory attorney with over 25 years of experience in the wireless sector having held a variety of government affairs, business development, and operations positions for several of the industry’s leading technology innovators.
Most recently, Jennifer was with MVP Capital, working with wireless spectrum license holders, TV and radio station owners, and other online content service providers on a variety of M&A projects. Prior to that, Jennifer was Senior Vice President of Regulatory Affairs and Operations for NextWave Wireless Inc. and part of the executive management team of MediaFLO USA Inc., a subsidiary of QUALCOMM Incorporated, where she identified, purchased, and cleared the TV Channel 55 spectrum used to deploy the nation’s first network dedicated to the reception of mobile television programming and other multimedia services.
She was also the head of QUALCOMM’s international government affairs team responsible for regulatory and international trade strategy at the International Telecommunications Union and related organizations. Early in her career, she worked with Freedom Technologies, Inc., a boutique Washington, D.C.-based telecommunications consulting firm and its associated law firm.

Kevin Robinson is a 15-year veteran of Wi-Fi Alliance and became CEO of the organization in October 2022. Kevin is focused on securing sufficient, harmonized global Wi-Fi spectrum, deepening engagement and cohesion across the Wi-Fi ecosystem, and evolving the organization to ensure it remains as nimble as the industry it serves.
Serving as Wi-Fi Alliance’s Vice President of Marketing for the last seven years, Robinson has led many of the organization’s most transformative initiatives and has been a leading ambassador for promoting Wi‑Fi and Wi‑Fi Alliance as a collaboration forum worldwide. Kevin oversaw branding, communications, market development, product management, program marketing, and public relations for the organization. Tiago Rodrigues is the CEO of the Wireless Broadband Alliance (WBA). Tiago is responsible for leading the overall strategy, together with the WBA Board, and the operational planning for the WBA. As well as overseeing the day to day management, Tiago takes a leadership role in understanding industry challenges and working with membership to agree the key focus areas and programs that need to be developed to ensure the wireless industry optimises market opportunities for Wi-Fi and works to resolve any business issues that impede the success of the industry overall.
Before he joined the WBA, Tiago spent 15 years at the Portugal Telecom Group. Sebastian Cabello is an accomplished digital technology policy expert with vast experience driving collective action, public-private partnerships across Latin America. He serves as CEO at SmC+ Digital Public Affairs supporting different global digital players as well as advising the Inter-American Bank (IDB) and the Latin American Internet Association (ALAI).
He is also research fellow at the Center for Technology and Society at Universidad de San Andres, Argentina. Between 2010 and 2018, he was Head of Latin America at the GSMA, the global association of the mobile industry, and led the organization’s advocacy activities in the region.

Mr. Zamora has worked in the private sector as an RF/TX engineer designing and planning wireless networks, and in the public sector as a senior advisor at Colombia’s National Spectrum Agency (ANE). For ANE, he led international spectrum management strategy and preparation for participation in ITU World Radiocommunication Conferences and CITEL Permanent Consultative Committee II (PCC.II) meetings, and also formulated ANE strategic planning proposals.

Michael A. Calabrese directs the Wireless Future Program at New America’s Open Technology Institute, a non-profit think tank based in Washington, D.C. He develops and advocates policies to promote ubiquitous, fast and affordable wireless broadband connectivity, including the reallocation of prime spectrum for unlicensed access, next generation Wi-Fi, and dynamic spectrum sharing.

Leonard Mabele is a Research Fellow at Strathmore University. He is also the current Manager of the Internet of Things (IoT) Research Group at the iLabAfrica Research Centre of Strathmore University. He holds a B.Eng. degree in Electrical and Electronics Engineering and a MSc. in Telecommunications and Innovation. He is currently pursuing his PhD in Computer Science within the umbrella of Dynamic Spectrum Sharing (DSS) with a focus of Interoperability and Efficiency of Cognitive Radios for DSS. Under his research studies, Leonard has led the collaboration between Strathmore University (SU) and the Communications Authority of Kenya (CA) on contextual studies of Radio Frequency Spectrum Innovation and Policy. In 2019/2020, he was part of the core team from Strathmore University that worked with CA to develop and validate the regulatory framework for TV White Spaces, which was published in 2021. Leonard has also led the ITU-funded Research Competition on Connect2Recover which has been a project to map the infrastructure needs and connectivity technology options for two rural counties of Kenya while defining models of connectivity for pandemic recovery. Presently, he is at the forefront of executing the Dynamic Spectrum Alliance study track for Kenya on Enhancing Affordable Broadband Connectivity through Spectrum Sharing and Facilitating Inclusive Growth of Local Digital Ecosystem.
